 Health authorities and organisations have a tendency to provide equipment that, although, perhaps, technically brilliant is very expensive and sometimes unnecessarily complex, heavy or bulky.
Often the solution to a problem can be simple and inexpensive.
Such was the case for the following: 

Trolley for changing severely disabled immobile 5 year old child.

Remit; light manoueverable (has swivel wheels), handle and lip on 3 sides (wooden) for use upstairs and cheap!

There is no formal restraint, but ties are used by the mum to the welded eyelets , allowing her to turn away for brief periods.
